Minutes of Meeting
Wednesday, January 10, 2007



A regular meeting of the Salem Bike Path Committee was held on Wednesday, January 10, 2007 at 6:30 p.m. in room 314 at City Hall Annex, 120 Washington Street.

Members present were:  Nancy Sachetti, Jerry Judge, Dan Shuman, Jeff Bellin, Stan Franzeen, and Rachel Hunt.  Also present was Frank Taormina, Staff Planner/Harbor Coordinator

Members absent: David Pelletier

Guests:  Mary Whitney (Resident, 356 Essex Street)


At 6:45 p.m., Chairman Dan Shuman called the meeting to order.

Frank Taormina suggested that the group move old/new business to the top of the agenda.

Old/New Business

F. Taormina discussed the taking of minutes, reporting that the group should elect an individual to function as clerk and take minutes of each meeting.

N. Sachetti made a motion to nominate Rachel Hunt as clerk.  
S. Franzeen seconded the motion.
The motion passed unanimously.

F. Taormina stated that the group would review minutes at each meeting.

S. Franzeen commented that is would be nice to have more members from the Salem Open Space and Recreation Plan Committee, Friends of Salem Woods, SAFE, etc. on the Bike Path Committee.

F. Taormina responded that interested individuals needed to write a letter to the Mayor’s Office and she would decide whether to appoint members and they would go through the process.

F. Taormina reviewed priorities for spending decided upon at last meeting, including 1. replacing signs, fixing footing, re-striping crosswalk, removing old posts/concrete, and paving around gates.  Discussion ensued about pricing and the bidding process and then turned to the question of whether money could be spent on anything else.  F. Taormina stated that all plans needed to be drawn up before applying for design funding, etc., but that he had indications that further grants would be funded.

D. Shuman solicited other ideas for funding which included the following:  solar kiosk, trash compactor, water stop, signage, bathrooms, benches, socially safe lighting (sensor), and emergency call button.

F Taormina reported that he would get estimates and report back at the next meeting.

1.      Green Line Bike Trail — Discussion of the Green Line Bike Trail, an on- and off-road bike
trail proposed by Committee Member David Pelletier.

F. Taormina made a motion to continue agenda item 1 until the February meeting because David Pelletier was not present.


2.      MAPC Bike Parking Program — Discuss funding program guidelines and consider types and locations of bike racks throughout the City.  

F. Taormina reported that we are subscribed to the MAPC Bike Parking Program and that the City of Salem has a $10,621 reimbursement ceiling on bike racks.  Discussion of preferred styles for bike racks in Salem ensued.  

S. Franzeen suggested that we take three things into account:  1.  location 2. cost  3. design  The group should consider what we want to accomplish.  S. Franzeen suggested the group focus on identifying new locations for racks rather than replacing old ones.  

F. Taormina suggested that we would likely have more money next year.  

The group listed locations as priorities for locations (Walgreen’s, PEM, Salem Cinema/mall, Salem Woods, Salem Common, Mack Park, Forrest River, Winter Island, Palmer Cove, Washington St. bus stop.  D. Shuman suggested discussing placement of racks with businesses.

F. Taormina suggested that he send out web links for members to review and it was decided that members would email their preferences to him prior to the next meeting.  

D. Shuman said that he would email the group the pros/cons of each type of rack.

J. Judge made a motion that the meetings start at 7 p.m. and run to 8:30 p.m.
R. Hunt seconded the motion.
The motion passed unanimously.

F. Taormina stated that he would post a revised meeting schedule, changing the start time to 7 p.m.

R. Hunt made a motion to put public comment at the beginning of each agenda.
J. Judge seconded the motion.
The motion passed unanimously.


Adjournment

There being no further business to come before the Committee this evening a motion was made by Jeff Bellin to adjourn the meeting, seconded by Stan Franzeen and approved unanimously. The meeting was adjourned at 8:30 p.m.
